27TH ANNUAL LANSING OLD TIMERS TOURNAMENT

JULY 25 – AUGUST 2, 2008

 

GENERAL TOURNAMENT INFORMATION ver072307

 

1.    There will be 3 separate tournaments offered simultaneously; one each for players 11 and under, 9 and under, and 8 and under.  The first games will be on Friday, July 25 and the Championship Playoffs are expected on Saturday, August 2, 2008

 

2.    All games for all ages will be at the Lansing Old Timers Complex at 16700 Chicago Ave. Lansing, IL, 60438

 

3.    The tournament will be structured as pool play with the number of teams assigned to each pool as best dictated by the number of teams signed up for the tourney in a specific age bracket. Playoff, Championships, and Consolation games will be determined based on the number of teams/pool entered. The top 2 OR 3 teams will receive trophies.

 

4.    This year’s tournament directors are Tom Seymour and Ken Reynolds.  His cell phone is 708-473-5051 and his e-mail is lot2008@lansingoldtimers.com.  All forms may be sent via e-mail, or snail-mail to Tom’s office at 18200 Chicago Ave. Lansing, IL 60438.  The forms necessary are the:

  • Registration Form
  • Roster Form listing all players,
  • Copy of each player’s Birth Certificate. 

 

It would be helpful if the Forms come in early and together.  There will be a Kickoff meeting in the basement meeting room at the VFW Hall at 2433 Ridge Road in Lansing at 8:00 p.m. on Monday, July 21, 2008.  Late paperwork will be reviewed immediately after the meeting for as long as it takes.  Every team must be represented at the Kickoff meeting.

  • 9  $325
  • 8  $300

 

5.    Directions to the Lansing Old Timers Complex are as follows.  The fields are on the east end of the gravel parking lot.

      From the Torrence Avenue exit off of I-80 go north 1/2 mile to 170th Street, east 3/4 mile to Chicago Avenue, north 3/8 mile on Chicago Avenue to the Complex

      From Calumet Avenue, go 1 mile south to Ridge Road, west 1 1/2 miles to Burnham Avenue, north 1 1/2 miles to 170th Street, west 1/4 mile to Chicago Avenue, north 3/8 mile to the Complex.

      From 159th Street and I-94, go east 1 1/4 miles to Torrence Avenue, south 1 mile to 170th Street, east 3/4 mile to Chicago Avenue, north 3/8 mile to the Complex.

 

6.    All protests must be made and resolved before the next pitch.  The tournament officials assigned to the game will make a final and binding decision.  These officials may consult with anyone they wish prior to making their decision.  Protests may only be made on rule interpretations, not umpire judgment calls.  There is a $25 fee for ALL protests, to be paid prior to the protest being heard.

No Big Barrels ANY level

8 NO bunts or fake bunts

 

1.    Eligible players are those who a) meet the age requirements, b) are members of a single multi-team league, and c) have participated in at least 50 percent of their regular league team’s games.  No “select” or travel teams whose players are not members of an established chartered league are eligible.  At least half the players on a team must be at the highest age level in their division.  Birthdates must fall on or after the following:

      For 11 & under;         5/1/1995

      For  9 years old;       5/1/1997

      For  8 years old        5/1/1998

 

2.    All rules and procedures shall be in conformance with the 2008 Official Little League Playing Rules except as noted below.

 

3.    In pool play no inning may begin after 20 minutes before the next scheduled game.  An inning starts at the moment of the last out of the previous inning.

 

4.    All players, in all age groups, must bat in a continuous batting order.  Because of this, there is free substitution for all field positions except the pitcher.  Also, sometime before the end of the game ALL players must play at least 3 consecutive defensive outs, even those players who show up late and are added to the batting order per rule #5.  If any player does not play their 3 outs, the offending team forfeits the game.  Therefore, even though the batting order is continuous, each team is to inform the official scorekeeper AND the other team whenever a substitute enters the game.  This rule does not apply to slaughter, weather, sundown, or light failure shortened games.

 

5.    ALL rostered players who show up to the game before the team’s lead off batter has received the first pitch of his second time at bat shall be put in the line up.  A late arrival shall be put at the bottom of the batting order.  If a player shows up after the lead off batter has received the first pitch of his second at bat, he shall not be allowed in the game and the team shall not be penalized.

 

6.    PITCHING: A rolling 6 innings is allowed for each pitcher. A pitcher may not pitch more than 6 combined innings in subsequent games.
EXAMPLE: Pitcher A pitches 2 innings in the 1st game, Pitcher A is eligible to pitch UP to 4 inning in the 2nd game. Pitcher A only pitches 3 inning in the second game, then Pitcher A is eligible to pitch 3 innings in the 3rd game and so on. A pitcher must be removed on the second visit to the mound in an inning and third visit during the game.  Pitchers may not return to the mound once removed. It is strongly advised that a pitcher that hits 3 batters be removed from the game.

 

7.    The Slaughter Rule is 15 runs after the losing team has batted for 9 outs in the game, or 10 runs after the losing team has batted for 12 outs.

 

8.    The Seeding and Tie Breaker rules are as follows, applied in order:

      1.    Win/Loss record               4.    Fewest Batters allowed

      2.    Head to head results          5     Flip of a coin.

      3.    Fewest Runs allowed

 

 

9.    The Forfeit Rule is as follows:  Any team that cannot begin the game with 9 rostered players, offensively or defensively, within 10 minutes after the games scheduled start time, by the Umpires watch, shall forfeit the game.  The winning team will be credited with 6 runs and 30 batters.  The forfeiting/losing team will be credited with 0 runs and 21 batters.

 

10.   There is to be no on-deck circle.  No batter may warm up on the field or outside the dugout off the field.  No batter may swing in the dugout.  These rules are to be strictly adhered to. SAFETY FIRST.

 

11.   There is to be no “drop 3rd strike” or lead-offs.  Runners may not leave their respective bases before the pitched ball has reached the batter. Rule 7.13 A thru C in the Little League 2007 rule book shall will be followed.

      Runners must make every effort to avoid collisions where a play is being made, under penalty of being called out, subject to the judgment of the umpire.  No headfirst slides allowed going forward, only backward.

 

12.   A speedup rule may be used as follows: With two outs and the catcher on base, the player who last made an out shall run for that catcher.

 

13.   SPECIAL RULES FOR 8 YEAR OLDS.

      a)    Once the pitcher has possession of the ball inside the mound circle all runners must go to, or return to, the nearest base.  Hash marks will mark the half way point between the bases to assist the umpires in making their decisions in awarding bases.

      b)    There will be no infield fly rule for 8 year olds.

      c)    No stealing is allowed for 8 year olds.


 

LANSING OLD TIMERS COMPLEX FIELD USE RULES

 

We in Lansing are very proud of the work of our Field and Grounds Personnel and the quality of the fields they provide us.  We hope you enjoy playing on these fields as much as we do.  In order to maintain them in the best possible game condition we ask that you abide by the following rules.

 

1.    The decision as to whether a game can be started on a weather affected field is the sole responsibility of Lansing Grounds Personnel.  Once the game has started the decision to proceed is the sole responsibility of the umpire.

 

2.    The fields are to be used only for scheduled games, not practice.

 

3.    Home & Away will be determined by a flip of a coin for ALL regular pool play and championship round games.

 

4.    Please do not cross the infield to get to your dugout before the game, please use it for pre-game infield practice and the game only.

 

5.    Except as noted below, pre-game warm-ups are to be done on the outfield grass, not on the infield or in front of the dugouts, throwing or hitting perpendicular to the foul line fences, and beginning no more than 30 minutes before game time.

 

6.    The visiting team shall have the infield for infield warm-up for about 7 minutes beginning 20 minutes before game time.  The home team shall have the infield for infield warm-up beginning at about 13 minutes before game time.  Please do not have a pitcher on the game mound for infield warm-ups.

 

7.    No flip drills using any of the fences, or pepper, are allowed.  Nor may teams do batting practice anywhere in the Complex. 

 

8.    Warm up pitchers on the bullpen mounds, not on the game mound.  During the game pitchers warming up inside the fence must have a helmeted/gloved player, facing the batter, standing near behind the pitcher for protection.

 

9.    The outfield can be used to warm up outfielders from the near outfield foul line.

 

10. The batting cages in center field may be used if available on a first come first serve basis. The pitching machine MAY NOT be used. Coaches may pitch inside of the two netted cages. You may only use 1 netted cage if another team desires to use the other cage. Please be considerate of all of the participating teams.

 

11.   Please do not run laps on the field inside the fence.

 

12.   Please keep fans outside the fence. 

 

13.   The manager is responsible for full cleanup of his team’s dugout.

 

14.   No tobacco or alcohol products allowed on the fields or in the dugouts.

 

15.   The Complex lights are on a locked timer and will automatically go off at 10:45 p.m.  When that happens the Complex goes very dark.  It is a serious safety concern.
